Born on 27th March 1972 at Biritol in Jagatsinghpur district of Odisha, Smt. Behera did her Master’s degree in Odia, L.L.B and Ph. D from Utkal University.

She is a Member of the Odisha High Court Bar Association for last 19 years. Her leadership qualities, involvement in social service prompted her to take keen interest in politics.

In politics, from the post of Organizing Secretary of Biju Yoba Janata Dal,
she finally held the post of President, Biju Mahila Janata Dal, Odisha.

Smt. Behera assumed the post of State Commissioner for Persons with Disabilities, a quasi judicial body on 07.04.2015 to 10.11.2018.

She was also member of State Social Welfare Board from 2013 to 2015, Co-opted Member, Grievance Redressal Forum, CESU, Member, State Consumer Protection Council, Member, Board of Control, Women & Child Development Department.

Smt. Behera is a Member of State Advisory Committee, OERC and Member, State Advisory Board, SC ST Development Department.

Being a Social Worker, She is still very actively associated and involved in the field of disability and is the advisor to some Special Schools for the Persons with Disabilities.

Her assignment of State Commissioner for Disabilities had a large mandate with limited resources. However, she relentlessly made efforts to protect the rights of Persons with Disabilities and successfully created awareness in the society, sensitized the functionaries working in the field of disability.

At the moment Dr. Behera heads Odisha State Commission for Women as Chairperson. Her headship has accelerated justice delivery and empowerment of women through commission. She has taken up the mega event of Legal Awareness of all the women self help groups across the state.
