Working Procedure of Different Cells-

The Commission is divided into seven cells, i.e. R.T.I. cell, Legal cell, Research cell, Counseling Cell, Accounts Cell, Awareness campaign cell and Inquiry Cell.Their working procedures are detailed below.

R.T.I. cell :

To promote informed citizenry and transparency of information, the OSCW has designated the Convener Secretary as the Senior most Authority for providing information, the Senior Field Officer as the P.I.O and the Research Assistant as the A.P.I.O.

Legal Cell:

The Legal Cell consists of two legal Assistants and ten dealing assistants. After receiving the petitions in the form of letters from the diary section, the Dealing Assts. make a brief in the file and put forth the same to the Legal Assts. for suggestions. The Legal Assts. after studying the files give suggestions and present the file to the Chairperson/ Convener Secretary for approval. The Dealing Assts. Carry out the orders approved by the Chairperson. Besides, they also put up the letter received from the petitioner/ opposite parties/ S.P./ LSA/ Collectors/ OIC and other officers, to the legal Assts. Simultaneously, the Legal Assts. give suggestions and endorse the files to Chairperson/ Convenor Secretary for orders. The legal cell also issues summons to the alleged persons who do not cooperate the Commission for their attendance. The Legal Cell also conducts Camp courts in different districts. Apart from that the other functions are attending court hearings, preparing answers to the assembly questions and conducting Board Meetings for the smooth functioning of the commission.

Counseling Cell:

The Counseling consists of three counselors. It is the most vital cell of the Commission. The Cell conducts counseling for different allegations submitted by women in distress. Even before giving the complaints, the parties are coming for counseling/ advice. Post marital counseling and pre-marital counseling are also to help the distressed lady, guide them through a process of self discovery and appropriate solution.

Research Cell:

The Research Cell consists of one Research Asst. who registers all the files received by the Commission from the petitioner, district wise every day. It compiles month wise and district wise data on dowry death, dowry torture, non-dowry torture, rape, kidnapping, cheating, service matter. Land dispute misbehavior and harassment cases received by the Commission from women folk of Orissa. At the year end the cell compiles the data, year wise. Apart from the above function, the cell provides data for press, assembly questions and deals with NCW and SCW files. In addition to the above function the cell deals with RTI applications of Orissa State Commission for Women.

Accounts Cell:

The Accounts Cell is consisting of one Accountant-Cum-Storekeeper and a typist. The Account cell of the Commission is working under the direct supervision of the Convenor Secretary. The Cell is dealing with the office establishment files as well as stock and store charges. The Cell is keeping original vouchers/ records of the bill to meet the audit compliance. The Cell is also calculating monthly honorarium of Chairperson and Members, salary and wages of staff, deputation staff and calculating the TA, DA etc. of Chairperson/ Members and staff. The cell is also maintaining the cash book for day to day expenditure of the Commission.

Awareness campaign cell:

The cell consists of one Member of the Commission, Sri Debasis Mohanty, one Legal assistant, Research Assistant and one Counsellor under the Chairpersonship of Chairperson, OSCW. The cell organize the symposium / workshop on various issues/ awareness programmes and also create sensitization in the Universities as well as in the Women colleges in different districts.

Enquiry Cell:

The enquiry cell of OSCW comprises of a Senior Field Officer (Dy. S.P. of Police) and an Asst. Field Officer (S.I. of Police). The main task of the enquiry cell is to suggest measures to secure and maintain uniformity in safeguarding the rights of women. Some of the basic tasks are-

(i)to enquiry into every issue as per the direction of Chairperson, oscw
(ii)to provide a fair trial to the accused person in accordance with the principles of natural justice
(iii) to make efforts avoid delay in finding the root cause of the anomalies and ambiguities brought to light while dealing with the issues .
(iv)to boost the redressal mechanism of OSCW towards the protection of rights of women.
Additionally, the enquiry cell also participates in awareness campaigns and counseling process.
